It is the mission of Colorado State University Parking Services to manage parking resources in a manner that supports the campus activities and enhances life in the community.
Our Structure
Parking on the Colorado State University Campus can be challenging. But, armed with a basic understanding and a few general facts, drivers will actually find that this is a simple system. It is a system that is designed to manage a limited resource (spaces) for a large community of staff, faculty, students, and visitors.
The Facts:
The University parking program is a self-supporting enterprise operation. The basic premise was established based on a state dictate that says that those who use campus parking must pay for the parking they use. So staff, faculty, students and visitors pay for that parking in one of three ways: buying a permit, paying a meter or paying a fine.
All the money collected from parking ventures goes to support parking. The program does NOT receive tax or tuition money, but uses the money it collects from permit sales, meter collection and fines to pay for all costs. These costs include new construction, maintenance of existing facilities, signage and enforcement.
Rules and Regulations:
The parking program is governed by a set of regulations which were established by the Board of Governors in accordance with the authority of Colorado Revised Statute 23-5-106 through 108. All changes to those regulations are approved by the Board.
Changes to the regulations and to the parking program begin at the local level where proposals are heard by the Parking Services Committee (PSC). The Committee is based on a membership of twelve persons: six student (four undergrads and two graduates), two seats each from faculty, administrative professional and state classified areas. In addition, the PSC has advisory positions which include representatives from Housing and the Police Department. This group reviews all proposals for program and policy changes, approves or denies special requests and makes recommendations to the Provost for changes to the University parking regulations.
Suggestions and proposals are encouraged as the parking operation is always looking for ways to improve how they can serve their customers. Anyone interested in serving on the PSC should call Parking Services for information on how to apply.
Appeals:
Appeals are heard by the Appeals Committee operating independently of the Parking Services office, using a staff member only for clerical support. Their decisions on the appeals are final. If an appeal is accepted, no charge is levied. If, however, the appeal is denied, a hearing fee of $10 per citation is charged. These charges cover the cost of the appeals and can be equated to court costs.
Appeals may be registered in writing at our office. Also, there is an electronic form for a written appeal provided as a part of this website.
